아래의 성명서는 독일 학계를 명실상부하게 대표하는 세계적 학자인 위르겐 하버마스(Juergen Habermas)교수와 뮌스터대학 사회학과 명예교수인 한스-위르겐 크리스만스키(Hans-Juergen Krismansky)교수가 공동 작성하고, 독일의 저명한 각계인사들이 서명한, 노무현대통령께 보내는 공개 성명서이다. 이 성명서는 노무현대통령이 그에 대한 탄핵이 기각되는 즉시 전달할 예정으로 서명을 받아왔는데, 헌법재판소에서 탄핵기각이 결정된 이후 노무현 대통령에게 보내기까지 총 47명이 서명했습니다.

노무현 대한민국 대통령에게
국가보안법에 근거한 송두율교수에 대한 한국법정의 유죄판결에 대한 성명서
우리 서명자들은 대한민국이 민주적 발전 면에서 커다란 진전을 이룩해 온 것을 환영합니다. 우리들 중 많은 이들은 대한민국에 대해 알고 있습니다. 우리는 인간성과 정의의 정신으로 자신의 사회를 근대화시켜온 대한민국의 시민들과 그들의 노력에 경의를 표합니다.
그렇지만, 우리는 남북한의 상호접근과 화해의 시기에도 냉전과 맹목적인 이데올로기적 경계짓기의 어두운 시기에 기원하는 법인 국가보안법이 여전히 효력을 발휘하고 있는 사실에 대해 놀라지 않을 수 없습니다. 이 법은 세계적으로 국제법에 합치하지 않는 것으로 평가받고 있습니다.
우리는 이 법에 의거하여 송두율교수에게 7년 징역형을 선고한 것에 대해 분개합니다. 우리는 국제 엠네스티가 재판절차와 판결 이유에 대해 행한 상세한 비판을 지지합니다.
송두율교수는 군사독재에 대한 비판자로서 국가보안법의 존속으로 말미암아 37년 간이나 고국방문을 허락 받지 못했습니다. 그는 대한민국의 민주 단체들의 초청을 받아 한국으로 돌아갔습니다. 그는 자신의 전 학문적 활동을 통해 열심히 남북한의 화해를 위해 노력했고, 이로 인해 많은 위험을 감수해 온 사람으로서 귀국했습니다.
나무랄 데 없는 학자인 독일시민이 내국정치적 싸움의 희롱물이 되었습니다. 그 판결[송교수에 대한 유죄판결: 역자]로 인해 세계여론에서 한국의 명성은 커다란 손실을 입게 되었습니다.

To the President of the Republic of Korea, Mr. Roh Moo-Hyun
Statement concerning the conviction of Professor Du-Yul Song by a South Korean court based on the National Security Law
We, the undersigned, welcome the significant progress in the democratic development of the Republic of Korea. Many of us know the country. We honor its citizens and their efforts for a modernization of their society in the spirit of humanity and justice.
The more we are taken aback that a law still finds application in a time of rapprochement and reconciliation between South Korea and North Korea, which originates from the darkest times of the cold war and the blind ideological demarcation: the National Security Law. This law is considered worldwide to beincompatible with international right.
We are appalled about the conviction of Professor Du-Yul Song to seven years prison on the basis of this law. We support the detailed criticism which amnesty international has practiced at the procedure of the trial and at the reasons for the verdict.
As a critic of the military dictatorship Professor Song was not allowed to visit his homeland for 37 years because of the existence of the National Security Law. He returned, officially invited from democratic organizations of the Republic of Korea. He returned as someone, who strove with his entire scientific work diligently for the reconciliation of South Korea and North Korea and thereby took on many risks.
An irreproachable scientist and a German citizen became the ball of struggles relating to domestic affairs. From this verdict large damage results to the reputation of the Republic of Korea in the world public.
We therefore demand the immediate suspension of the application of the National Security Law and an immediate amnesty for Professor Du-Yul Song.
